This article explains how to add, change, remove, or assign emergency locations for your organization across Microsoft Calling Plans, Operator Connect, Teams Phone Mobile, and Direct Routing.
Emergency locations may be assigned to phone numbers regardless of your PSTN connectivity option. However, management steps and requirements may vary.
Add an emergency location
You can add emergency locations using the Microsoft Teams admin center or PowerShell.
Using the Microsoft Teams admin center
- Go to Locations > Emergency addresses
- Click Add
- Enter a name and description
- Select country/region and enter the address
- If the address isn’t found, enable Edit the address manually
- Click Save
Using PowerShell
Use New-CsOnlineLisCivicAddress cmdlet.
Please note: In Belgium, France, Germany, Ireland, Netherlands, and Spain, the emergency address must match the phone number’s area code to activate the number. |
Required information for Microsoft Calling Plans
All countries require:
- House/building name or number
- Street name or number
- City/town
- Postal/ZIP code
- Latitude and longitude
- Organization or company name

Change an emergency location
You can update emergency locations via Teams admin center or PowerShell.
Please Note: You can only edit addresses that haven’t been validated. To change a validated address, delete and recreate the location. |
Using the Microsoft Teams admin center
- Go to Locations > Emergency addresses
- Select the location and click Edit
- Make changes and click Save
Using PowerShell
Use the Set-CsOnlineLisCivicAddress cmdlet.
Remove an emergency location
You can remove emergency locations via Teams admin center or PowerShell.
Please note: A location can only be deleted if no users or phone numbers are assigned to it, If numbers or users are assigned to the location, you need to remove them first. |
Using the Microsoft Teams admin center
- Go to Locations > Emergency addresses
- Select the location and click Delete
Using PowerShell
Use the Remove-CsOnlineLisCivicAddress cmdlet.
Assign an emergency location
Please note: Ensure the location, user, and phone number are in the same country/region. |
For Calling Plans, Operator Connect, Teams Phone Mobile
- Go to Voice > Phone numbers
- On the Numbers tab, select a user number and click Edit
- Under Emergency location:
- To assign: Search and select a location
- To change: Click X to remove, then search and select a new location
- Toggle Email user with telephone number information (default: On)
- Click Apply
For Direct Routing
- Go to Users > Manage Users
- Select the user
- Under Account > General information, click Edit
- In Assign phone number panel: Select Direct Routing
- Enter the phone number and extension
- Search and select an emergency location
- Toggle Email user with telephone number information (default: On)
- Click Apply
